AFAIK the only time this option was in the games was for PBEM but this was subsquently removed as it was found to be a possible cheat.

The objective flags in the above scenarios seem to be missing.
(V3 but also in V2.5)

Also in the development history section of the manual, the
introduction date of V3 is given as 2007 instead...

I see this scenario (V2.5CD) uses the Tetrarch Lt. Tank Mk. 7.
According to the Armour in Profile booklet (No. 11) on this tank by Peter Chamberlain and Chris Ellis it never served...

The majority of the Soviet units in this scenario are not deployed. This is in V2.5 CD. I also checked a friends version
V2.0 CD and the same problem occurs.

I can corroborate this info: Air International May 1994 article by Paul Jackson. "Still nowhere to be seen, even in early 1994, are the promised ADEN 25mm cannon.

In the game Sdkfz251 rocket launchers are ideal for taking out A/T guns and dug-in infantry with direct fire, see Scen 51 HG at Cisterna and Scen 168 Bake Attacks, they can even rout adjoining...
