Ah, I think I've found a difference between RoWB and Sea Kings Goblet.
You cannot rout with Sea Kings Goblet (that is if someone carrying it routs he's autokilled) - so always use RoWB for SCs.

As said ingame, if you need an item Ulm is happy to forge it for you for a slightly increased cost.
+2 gems for 5 gem items (4 to 7)
+3 gems for 10 gem items (8 to 13)

That plans do not last is reflected by the impossibility to know what you are up against.
5 actions only scriptable just means that a working plan cannot be executed.
