I have also seen components randomly added when I did an upgrade....so, when you do an upgrade on an existing ship design, look it over carefully and make sure that you got what you expected.

I always put one of each on my ships...one stealth, one scattering, at least one emissive, and sometimes one regular armor to fill out remaining space.
But, here's another question...do TWO shield...

I only use 2000 racial points, however, I twiddle the points a bunch and have a huge research bonus along with 20% cargo & 25% production.
