I figured out what you need to do.
First,add your strategies in the default strategies file.(not the AI default strategies)
Second,you edit and create your empire again.

The AI needs to spend more. Build more shipyards,expand quicker and like we do,use emergency build early on. When dangerous ships approach a colony,pause production and build emergency units!
