Actually, for the unscrupulous, this provides more opportunities to dawdle... The Evil Bad King would be inclined to lolligag if he sees someone he doesn't like at the Top of the Hill. He could, theoretically and unscrupulously, drag his feet until somebody eliminates the dangerous contender for him. Similarly, if you are at the Crest of the Hill, with one opponent at the Top of the Hill, and if you are unscrupulous and evil and bad, then your best bet would be to dawdle until the Top of the Hill location is clear, and hope for a quick King Battle.

Fortunately, none of us are unscrupulous or evil or bad, so I doubt this will be a problem.
