Ok, no offense guys, but this is the third time I have posted this now. YES, it uses MC by default, whether or not it's called for in the design file IF the AI researches it. If someone else on the beta team wants to take a look at it and post their results that would be great. I have made mistakes before. But I am pretty sure I am seeing it correctly.
