Yay, leaky shields and armor!
The idea is that the armor/shield protection allows some of the damage to go through before the armor or shields are destroyed. For example, if you had 50kt of armor and got hit for 30 points, if 25 points came off the armor and 5 hit your internals, that would be leaky armor.
The actual mechanics don't work quite that way, if I understand them correctly. How it actually works in the game is all the damage from a single shot either hits the armor or it gets your components. How ofen a shot hits the armor vs. other components describes the "leakyness". Shields are made leaky by giving them a low damage resistance but giving them the crystalline armor ability. Theres a post somewhere that SJ describes it in much better detail.
One interesting gameplay that comes from leaky armor/shields is that you get more damaged ships on both sides, rather than the winning side totaly wiping out the other fleet and only loosing a ship or two that you often get in an unmodded game.
