I will increase it via settings.txt and also by making it more advantageous through the scoring system (which will really make the importance of peace obvious). If you don't have good trade either Last turn before "judgement day" or overall because you've always been at war you will not do well in this area, it may even hurt the rest of your score. Can you change happiness types and how they react to certain things?

No, the neutrals are simply not in the running for winning the money side of things, i guess we could rank on how well they accumulated wealth/power against each other. They can become large empires and such, however the idea is that they will do the fighting for the big empires, like the Spanish Civil War, with Germany behind one side and Western Europe behind the other. And the neutrals will be able to have bonuses as well. They just won't look to become gigantic, just like 3-10ish systems maybe more maybe less.

They are, according to my research, exactly as Wanderer stated them, and in order of relative power, Anacreon, Smyrno, Konom and Daribow(Last 2 are tied for Last place).
- Askone is a rebel republic that doesn't want "religion" of nucleics
(askone and korell may be combined/are same)
- Siwenna is a viceroy that is a practically independant viceroy on the border between empire and true periphery.
Finally, in addition to these kingdoms and peripherys, there may/will be a few more not in the books.
