It doesn't stop you. They've said we're to stick to 2000 max combined for bases and ships. If you just use the biggest SB, that'll get you 50M points right there. Everything else should be resources, because you'll almost always get more from a Monolith III than your research facilities.
Just a tip, but make sure to scrap any planetary engineering components after turn 141, as all improvements take place before construction happens on turns ending in a 1. You won't have any use for them in the Last 10 turns, and they'll take up space you could put a Monolith III on, generating more resources for you. (and a higher score!)
