Yeah, that's what I thought the big bonus was as well, but you and I have made an important and incorrect assumption in that reasoning. We say to ourselves, "Well, that effectively doubles the improvement rate, so it's a good deal!"
Thing is, notice what you DON'T see on the info on a planetary eng. facility that you do see with a robotoid facility and the like. No only 1 per planet effective limiter. You can compensate for not having a nature shrine by building 1 extra value facility per planet (and climate, if you care). I play with organics, so the only real benefit from my POV was the +x% to value. Granted, it's very very expensive to build lots of these....
