It is Fate Shrine. The Nature Shrine improves planet conditions and value.
Fate Shrine has the same effect on happiness as Urban Pacification Center but it gives you also less chance of bad events happening in the system and less chance of Intelligence attack in the system. So it is more useful that Urban Pacification Center. The effects are not cumulative (all system-wide effects are non-cumulative).
