Not sure if you are using my Borg (sounds like it) but the AI will consider a similar component with a later Family Group or higher Roman Numeral an an upgrade. Only way to check is to have a look at the Borg files and check out their Roman Numeral Designation.
eg in my latest Borg, I have designated Borg Repair units I as Roman Numeral IV so that standard repair units cannot upgrade over them.
