It is not in the works right now. At least as far as anyone knows. Aaron is working on the next patch for SEIV and also his new game. SE: Starfury.
He mentioned himself that some parts of Starfury might be in SEV. Look for the thread with the interview with Aaron that David posted.
SEV will indeed happen. I doubt it will be this year as Aaron is planning on a release of Starfury sometime this summer. At soonest I think SEV will be out early next year but that is probably pushing it.

Read through that, Aaron mentions SEV.
Edit 2: I found where Aaron mentioned SEV. It was only in this one question that was asked.
