If cloaking is changed this will not be necessary. Currently a ship is flagged as 'invisible' or not. There is no transition phase. But if sensors have a real 'range' effect then cloaking is just reducing the range of sensors. By the time you reach combat range you're almost certainly going to have become visible to the target(s).
