tbontob, yes, they have ROF 1 except in SE4 Gold (and I think in 1.49 too, though not in some earlier SE4 patches), Small Rocket Pods are fighter-only weapons. If you modded them to allow them on troops though, they would fire every ground combat round.

There are other troop weapons too under the racial techs, that this applies to. For example, organic acid weapons.
