Are the Maintenance Modifier tags Cumulative?

For example: Component A has 2 Maintenance Modifier tags attatched. One is -10, the other is +5.

Component B has only one Maintenance tag attatched; it is for -5.

So, is this true?

CompA Maint. Modification=CompB Maint. Modification

Or will CompA just spit out an error message?

edit: I suppose a third possibility is available: one of the CompA maint. modifier tags is ignored.
