What about chained alliances - the Alkari have an alliance with the Bulrathi who have an alliance with the Darloks who have an alliance with the Elerians, while the Gnolams have an alliance with the Humans who have an alliance with the Klackons who have an alliance with the Meklars? (Isn't that pathetic, I can rattle off the MOO2 races like that? )

Oh, and should we stipulate that only races from one of the MOO games are to be used? (It would be interesting to see the Elerians go against the Ithkul )

edit: now how would we fit the Antarans in without making them too "random-eventy"? ("Oh my homeworld got attacked by Antarans, now I lose ")
