What i am thinking, is in trying to remember the Last message you were on, it "remembers" the number of that message. for example, if you Last viewed message #17, and the next turn you only have 5 Messages, it shows the 17th line (far below). I also think that how the game adds Messages to the list after the initial display may have something to do with it. like combat results, colonies built, ect.
