Some of those "smaller" empires should also ask for help constantly from the "bigger" empires. How many requests does the US get from small nations for money, defense, etc.? The larger empires should be plagued with requests for defense against agressors, economy boosts, surplus food (Sally Struthers appears, begging you to send food to the Ethernopian Empire in the Marklar system...)
