If you use "point defence" as AI flag then yes, AI will use only one type of PDC available. Which one - depends on number of tech. requirements. Try to use the "secondary weapon" field and put the PDC component group number. Or assign a phony ability to PDC and use it in design_creation file. Proportions uses this trick a lot, just take a look on Proportions' AI files.
