Ok, back... Just ran some turns with a couple empires in one lone system. I made both races with a happiness reduction and then I built some warships and blockaded some of the planets. (3 planets start for all empires) I could not get the planet to riot, all I could get out of them was Angry and Unhappy.

Hmmm, I wonder now if it was my home planets that were rioting that game. I could've swore it was...
