No, not peacefully he won't. The 48 hours isn't really for him anyway. Bush knows he won't leave on his own. The 48 hours is for the UN and other foreign non-combatants to get out of dodge. And to give the Iraqi soldiers a good idea of what time to be away from their equipment.

"Akhmed, what time is it? 9 o'clock? Uh, I think I left something in my tent, I'll be right back..."
