Actual probable reason: The driver of the van intended for the van to be shot up and thus feed the flames of negative opinion in the world. Stop signals the world over are the same Primitive. When a man with a gun holds his hand up and then fires into the air, you stop. Where on earth does that mean "Keep going"?
Most likely a war crime. But one commited by the driver of the van, not the soldiers at the roadblock. Purposly taking a van full of innocents into harms way and then acting in a manner likely to get them injured or killed is no different then pulling the trigger yourself.
