I tought I gave my answer to this. Must have been in my mind. Here i comes:
Repair bays do work under cloak. But if you have a spaceyard on the ship, the yard is turned into a 400kT repairbay if you're cloaked
So to construct something (Fighters, mine etc) you need to uncloak.
