Those settings determine which AI ministers are available to the AIs. High means all, Medium means some are unavailable (partial crippling), low means many are unavailable (crippling). Fyron, this is a question, not a statement by me. Huh? What are you talking about? That was a question SunDevil asked, and it recieved no answer until I answered it.

Umm... no. Those settings have absolutely nothing to do with AI difficulty. Those same settings are used no matter which difficulty you choose.
