Well, for your new proposal, +48 means you could go from Deadly to Optimal in no more than seven years, if you consider all the facilities are built the same year. If you add such facilities, then you should indeed leave the -10 event.

(It also means 4 or 5 years depending on the value to go from Harsh to Optimal)
