problem there is that from 80 to 51 you are only getting 50 points per lowering of 5 ER, and presumably needing 50 point of happiness and repro to offset that lowering for a net effect of nothing. The only gain is in the 100-80 range, and as Fryon correctly points out, your best best is to lower it to 81, and raise Repro and Happiness by 3 each.
