What you could do, in theory, is this:

Create a shipset with 128x128 block of Bright blue for all the ships. Then play a game using that set so that you can open the stellar manipulation screen and see where the background has to merge with the ship image. Alt-printscreen it to get an image.

Now you can build a background that merges seamlessly into the stellar manipulation screen.

Not sure it will work for the race selection screen though...
