Yep, you need to get the latest patch: look at this entry in the patch history (about Version 1.66):
2. Fixed - Problem in the SE4 Map Editor which would cause Access Violations when you edited abilities.
The patch is available at
www.malfador.com, and also here on the shrapnel site. It adds/ fixes a ton of stuff quite apart from that map editor fix.
