This problem has occured before.

1. delete your AST MOD Folder
2. Reinstall the AST Mod complete to your SEIV directroy. (v1.6)
3. VERIFY you have a folder named AST in your SEIV Directory.
4. Open the patch v1.7 and extract it to your desk top.
5. Open the patch folder and then open the Empires directory. COPY the Dominion EMP files to your AST mod folder EMPIRES folder.
6. Open the patch folder and then open the Pictures/Race folder and copy the DOMINION folder to your AST mod folder Pictures/Race folder. YES if it asks you to overwright.

7. Start the game using the Mod Launcher or by modifying your PATH text.

In some cases the PATCH erases the AST folder or there are double installs. IE the AST Folder is installed into the wrong folder and the patch is installed to the correct folder resulting in this error. This has always been the case.
