What about blockading a home planet? Is it assumed to be the same as attacking, or not?
Putting a ship in orbit around a home planet, in SE4 terms, is the same as attacking and will not be allowed. The concept here is basically, stay out of others home systems unless making a Last ditch effort to capture the Tug before said player gets it to his Home planet.
