Oops! It is indeed rounded up. I was thinking of standard movement points divided by engines per move, which is what gets rounded down.
No supplies are used in combat movement. It is not "broken" because combat movement was not meant to use supplies. It might be better if it did, but that does not make it "broken".
Afterburners do not give your fighters enough movement points to make useful fighters without engines.
