This is a typo. While the description says 200kT as minimum, the actual value of the mount is 150kT. Thanks for reporting that.

The normal mount is redundant, but has been added to make it the default selection for the AI instead of light mounts on small ships. Human players can just ignore the normal mount (understand normal-mounted as un-mounted, they are the same).
