Actually, a 'scenario editor' is the same as a savegame editor. Since SE already loads and saves its own game format, most of the work is done. An editor could be produced pretty quickly if there was nothing else to do. But right now I don't think Aaron has time to wipe his behind between all the bugs that need fixed and features yet to be added.
When the game is more-or-less complete he can worry about a scenario editor.
