By the time I open that window, I've got only one specific planet in mind to colonize... Then I'm back at the Planets window looking for another.

Basically an extension of the Multiplex system?
I imagine a basic bridge would provide 2 or 3, and all weapons of the same type should be firable simultaneously at the cost of only 1 FC-point.
Given that, it would be rare to find a ship that needed extra FC.

Could be made useful by a mod, I suppose
