In principle everything that occurs as random event can be modded to be an intel project. However you can't target e.g. a star destruction project to a specific star and therefore it cannot be used. Plagues however work very nicely!
Even the AI will use these projects. And planet gravitational shields will not protect you against the planet destruction.
