I do not use ministers so that should not be a problem.
But I suspect there is an situation which may be a problem.
It is the case of missed turns.
I seldom miss a turn in a PBW game, but when I do, I would think the AI would try to use the Amonkrie ministers to make the move for the turn. And changing the characteristics of the empire means they will not make good decisions.
Would this be an accurate assessment?
EDIT: We all know the ministers do not make good decisions even in the best of cases.
The question is whether the decisions will be worse when an amateur (like me) changes the stock empires characteristics.
