Well, I can't help out here much.
Somewhere in the game (or perhaps even the map editor), there is a setting that will disallow the map being saved (and edited) from the game. Be sure to check that. We don't want anyone to be tempted to take a look at it in the editor

Also, I think, be sure to turn ruins off BEFORE you generate a map. If you don't, turning off ruins later doesn't do any good...they are already there 'cause you generated the map when the ruins switch was on.
Otherwise, you will need some map specialists
