Actually, if I could play PBW - which I can't, because I have non-Gold SEIV - I'd set the game up a bit differently, to spice things up a bit.
I suggest you have an equal number of AI players and Human players...after every 10 turns, (assuming this is possible...I doubt it is), All Human players get reassigned to a random AI Empire, and all AI Empires get reassigned to a random Human Empire
But that's not all. The Galaxy would be divided into two parts - North and South, East and West, whatever. These two 'sides' of the Galaxy should only be connected by two 'Bridges' - Galaxies with Black Holes that move ships 3 (maybe even 4) spaces towards the deadly center per turn. In doing so, you make traveling between both sides of the Galaxy very difficult - at least until someone develops Quantum Resonators
