No, it allows you to have more population on each planet, and so they can sometimes allow you to get into the next level of bonus. With a huge planet, the max goes from 8000 to 9600, which allows the planet to get a 10% higher bonus than normal (if it gets 9000 or more pop on it).

For a maximum of 10% more bonus.  Pop modifiers stop at 10 bil.
