The closest you could come to the SEIII way of building ships is to purchase just the ship body and required components like the bridge then upgrade to the ship you wish to actually purchase. You can change the settings.txt file to allow refits over 50% of the expense so that you can buy a basic ship then upgrade and repair the components to finish building. It won't be exactly the way its done in SEIII but its the closest I could think of.

Retrofit Max Percent Difference in Cost is the setting that has to be modified otherwise you will have to upgrade in steps to get to a finished ship.
