Plasma is a gas that is hot enough to have had its electrons stripped away (although it can still be considered a seperate state of matter). Plasmas consist of ions, but not all ions are a plasma.
IIRC, the ions emitted by an ion engine are super-heated, thus they would be considered a plasma.
