I haven't been thinking about it, but Jack did teleported all but flour tagged stuff on one occasion - he's presumably leaving scatterd sacks of flour around the battlefield. If the bandits dust themselves, they can't effectively use the magic items they carry anymore, which removes some of their advantage. Even if they do, all Jack needs to start doing is teleporting rocks and stuff....
