I'm sure you thought of this but you might want to be careful with that victory condition. With that set as it is the game could end as early as turn 4.0 (40 turns) of the game start unless there is some early fighting. If all empires are spaced just right it could be 10 turns or so before you meet in the game, and then alot of people start off peaceful so as to build up their empire and economy. So an early end to this game could come about rather easily.

Just something I thought of. But as I said, I'm sure you're well aware of this already.
