Also, think of this. If you race breathes 'no atmosphere' - then they don't breathe! yes no?

If they don't breathe, they can live wherever they want, even in a vaccuum!!

Two of the expansion pack neutrals live on "none" worlds

The "none" worlds are all vacuum worlds, like our moon I guess
Maybe the creatures living on them need a vacuum, for some reason higher air pressure could kill them, or make life harder (explains the lower population levels on other atmosphere worlds). robotic races could survive easily on vacuum worlds. The neutral race you are referring to(Zjirnish or something, can't remember how I named them) doesn't really live in a vacuum but in subsurface oceans.

Actually one of jupiters moons, Europa, that also lacks an atmosphere is suspected of having huge subsurface oceans of liquid water, follow this link for more information:

About the bug fix for the neutral race, I might do some work on an improved AI for the neutral races after the patch.
