 It is a simple process, really. Open up the file. Go to the Unstable Warp Point Category. Delete all Abilities of these types: 
 
Sector - Damage 
Warp Point - Turbulence 
 
These should be abilities 4-20. Then, renumber the remaining abilities, and set Num Poss Abilities to the new highest number.  
 
Of course, doing this means that a lot fewer WPs will have abilities, which is, IMO, very boring.     I suggest adding some new ability entries or increasing the chances of existing abilities, to make the maps less monotonous.
