I think the Starfleet acadamy needs a new facility number. It is currently the same as the Ship training facility. Every time I click on my planet to check its queue my StarFleet acadamy with 0.1 years to go turns into the inferior Ship Training facility.
(maybe if I don't click the build queue next turn it will get built)
