This is a good question:
I have been wondering about it since the unmodded Version of some anti cloak components are designed this way.
Ability 1 Descr := Allows EM Active scanning at level 7
Ability 1 Val 2 := 8 (it should be 7 I think)
I have been wondering about this for some time.
