Ive seen this too, however I could not reproduce it, IMO it only shows up when one of the races starts with 'no name or title' as discussed earlier. Why it does this I have no clue, as it seems to be different every time. BUT if an empire starts with no name it will change from race to race at random when you reload.

Has not happened to me with Major empires yet tho.

Hmm, just had an idea, did you set up the Breen player yourself? or were they generated by the computer?
