There are several other mods for SE4 alone that are as complete and comprehensive as STM, if not more so. B5 Mod, Star Wars Mod, Adamant Mod, possibly Proportions/AIC, Fantasy Empires Mod, etc.

I am pretty sure that AT has allowed this specifically. A number of racial techs are capturable.
